I need to know how to use the Google translation on a web-page?

I got given this website but it is in French. The fact that I am using Google Chrome, it sometimes automatically does it itself in giving me the option to have the page translated. Sometimes, it just doesn't. Are there any other options that I can use to make the translation option appear when needed?
