How to sign up at cafe.daum and why do they ask personal info?

I want to have an account at cafe.daum to watch dance tutorials. But I can't read Korean. However, when I used google translation, I figured out that they ask so many personal info. Ex. Social Security number, bank account, credit card, address.

I feel like this is not a legal website, cause no legal website asks for those info? Is it?|||Never trust sites that ask you for you SSN or anything like that. My friend did that once and someone stole his credit card number and used it to purchase thousands of dollars worth of stuff.
